Application asking for payment for a complementary Esports licence

I am a existing Motorsport Australia L2S Licence holder, I applied for a Esports licence and due to being an existing licence holder this licence is complementary. I am being asked for $25.00 in annual payments to complete the application for a complementary Esports licence.
